On June 26, 2010 in the premises of the School of Senior Civil Service the round table regarding SIGMA (Support for Improvement in Governance and Management) report in public finance management, internal control and external audit fields was held in the premises of the School of Senior Civil Service.
The purpose of the meeting was to present and discuss the draft report,
developed by experts after the program SIGMA mission held in April this
year.
Tymofiy Motrenko, the Head of the Main Department of the Civil Service,
Oleksandr Yaremenko, Deputy Head of the Accounting Chamber of Ukraine
and Eleonora Nikolaichuk, Sector Manager, Public Finance, Twinning,
TAIEX and SIGMA, the ECD welcomed the participants of the meeting.
Joop Vrolijk, Senior adviser Audit and Financial Control presented Sigma
programme report. Peter Brooke, Former Civil Service Public Finance
Manager presented information regarding public finance. Noel Hepworth,
Former Chief Executive and Head of International Relations CIPFA and
Andrew Anderson, Audit Manager for Audit Scotland informed the
participants about internal control and external audit fields. Andriy Vyshnevsky, Deputy
Head of Civil Service of Ukraine made final speeches.
Representatives from the Center for Adaptation of the Civil Service to
the Standards of the European Union were: Andriy Bega, Deputy Director,
Nataliya Kyrychenko, Deputy Director, Olesya Tsykaliuk, Acting Deputy
Head of SIGMA cooperation sector and Iryna Luchynska, Senior
Consultant, Twinning and SIGMA Instruments Coordination Unit.
The event was also attended by representatives of the Cabinet of
Ministers of Ukraine, Ministry of Finance of Ukraine, State Treasury of
Ukraine, the Main Control and Revision Office of Ukraine, Kyiv City
State Administration.
Reference: In April 2010 SIGMA mission to Ukraine took place. Meetings
with key government officials of financial-economic sector of Ukraine,
including the Ministry of Finance of Ukraine, Ministry of Economy of
Ukraine, the Main Control and Revision Office of Ukraine, the Accounting
Chamber of Ukraine, the structural units of the Secretariat of the
Cabinet of Ministers of Ukraine, responsible for financial policy and
other stakeholders, including non-governmental agencies was held during
the mission.
